"[A] comprehensive refugee response should be developed and initiated by the Office of the United Nations High Commissioner for Refugees...[t]his should involve a multi-stakeholder approach that includes...refugees themselves."

- The New York Declaration (13 Sept. 2016)

ABOUT THE DECLARATION

For the next year, migration policy will be a top priority of the international agenda. Negotiations are underway at the UN Headquarters in New York to adopt a Global Compact on Migration in 2018. At the EU, addressing mass migration and refugee flows is at the top of EU Council and Member State policy priorities. And at the Human Rights Council in Geneva, UNHCR and Member States are defining a new Global Compact on Refugees.

Network for Refugee Voices drafted the #RefugeeDeclaration in 2017 as a first step towards meaningful engagement with processes and commitments aimed at reforming the international refugee protection regime, including the Global Compact on Large Movement of Refugees and Migrants. It contains four key calls for action:

  • Systematically Incorporate Refugee Voices
  • Ensure More Predictable and Equitable Burden- and Responsibility-Sharing
  • Reform Refugee Response
  • Uphold the Sustainable Development Goals (SDGs) for Refugees
